What this is
The letter of agreement in principle is the essential first legal step in the authorization process. It confirms that the Ministry for the Promotion of Women and the Family endorses the merits of a proposed project to open a day nursery or drop-in childcare center. This letter from the Ministry (MINPROFF) gives the green light to proceed with major investments, fit out the premises, and prepare for the actual opening. A fee is charged to cover the administrative, technical, and character assessment of the project prior to the start of operations. The agreement in principle does not replace the final operating license, which requires a separate payment at a later stage.
