The Annual Exploitation Certificate is issued by the Ministry of Forests and Wildlife and authorizes an operator to begin or continue logging and timber harvesting activities in a specific area for a given calendar year. Forestry operations without an AHC are strictly illegal and subject offenders to severe penalties, including suspensions of activities or fines.
